Scott A. Jackson, Founder & CEO

Scott is the architect in bringing Automated License Plate Recognition technology to the forefront of the Auto Finance Industry through marrying the Recovery Industry with MVTRAC’s patented technology.
During the early years of the company’s existence, Scott located fugitives for various government agencies than included the U.S. Customs, U.S. Marshals Office, FBI and the DEA. He worked on the case involving the 1993 World Trade Center bombing, locating an individual in Bolivia. After establishing relationships with various high profile executives within the Auto Finance Industry, Scott began locating expensive high-line collateral. Throughout the years Scott has defined MVTRAC as the clear leader in the Automotive Finance Industry; recovering more than $3.4 billion in assets for lenders worldwide.

Through his securitization of key auto finance and law enforcement relationships along with over 22 years of management experience in this specialized marketplace, Scott has established MVCONNECT as the industry leader in motor vehicle data and information networks. This tenure has made Scott a frequently sought after speaker and an expert resource in the recovery industry as well as the subject of several media pieces. He’s given several seminars to hundreds of people on best-practices, skip tracing and “Getting the Most Out of the Recovery Industry” Most recently, he was named one of “The Top 25 Most Influential Professionals” of the industry by Collection Advisor Magazine for their year-end edition, was a key panelist for Re3 and will be a key panelist for the upcoming NARS convention.

Ted Brown, CSO

Ted is a strategy and business consulting specialist. Before joining MVTRAC, Ted worked with Citizens Bank as SVP Director of Operations, Risk and Product with $7 billion annual originations. Prior to Citizens, he was at BenchMark Consulting International, a management consulting firm that focuses on improving client profitability with an expertise in measuring, designing and managing operational processes. Ted is a frequent industry speaker, has authored numerous White Papers and has been quoted in The Wall Street Journal, American Banker, Auto Finance News and Automotive Digest.

Luke Smith, Senior Vice President of Business Development

Luke is a senior management executive with proven leadership abilities and a track record of success in recruitment and building innovative businesses. Luke worked with IdeaCast as the Director of Business Development where he negotiated content license agreements with CNN and ESPN and played an active role in a $30 million capital raise. Under his direction a national network of installers were trained and certified, and over 1,000 commercial satellite installation were completed in two years. Luke’s solid conceptual and analytical thinking combined with strong P & L performance sets him apart as an industry leader.

Garry Jackson, Vice President of Investigations

Garry has been in the Recovery Industry since he started as an apprentice investigator in 1996. Garry attended North Park University where he studied Criminal Law and Business Administration.  In 2006 he became General Manager and Lead Investigator for MVIntel, a division of MVTRAC.  His prior duties include management of the investigative as well as administrative staff of MVIntel. Due to his extensive field experience Garry has been able to locate and recover vehicles from the most difficult fraud cases nationwide. Throughout his career Garry has recovered easily over $100 million in collateral for auto lenders throughout the country. He is a Certified Asset Recovery Specialist and is an active member of the International Association of Auto Theft Investigators.
